From Fairfax County police:

SEX ASSAULT, 2300 block of Hunters Woods Plaza, 8/10/12, 8:00 p.m. A mother reported that her 9-year-old daughter was touched inappropriately by a man while sitting outside a store at the shopping plaza. The suspect was described as black, 25 to 30 years old, approximately 6 feet tall. He was wearing a woman’s pink shirt and white skinny jeans.
