Stuart Grimes, 24, was originally arrested on May 31 after Sheriff’s deputies say he was found asleep at a table in the International House of Pancakes in Sterling, Va. around 5 a.m.
Grimes’ dog, Rex, was confined inside Grimes’ car throughout the day and later died from heat stroke, officials say.
